Prior Service/TDY Students

Prior Service students are defined as those who are not an enlisted member in their initial qualification training, and are traditionally TDY students attending a course noted below. Prior Service students also include cross-trainees attending the Mass Communications Foundations course.

In-Processing
All Prior Service students attending PACS-Q and MCF will be in-processed on the first day of class. If a time is not allotted during the day to in-process, then report to the Detachment after school is dismissed.  

All Prior Service students attending CMC, DMC, IPC, ITC, VIM, IMMC, IPASC, JIPAC, JCPAC, JSPAC should in-process within 24 hours of their arrival to Fort Meade  in-person at Detachment. It is the student’s responsibility to ensure in-processing occurs with the detachment during their first week of class. Guard and Reserve members requiring certifying official signatures will report to the Detachment for CSS or Commanders signature.                                                                                                                  
If arriving from an overseas location, students can arrive up to two days prior to the course start date, however, in-processing will still occur as noted for your course.

Out-Processing
Out-processing for the Detachment will be conducted within 48 hours of the final day of the course for all courses except MCF. MCF students will out-process on graduation day.
All students are required to out-process the detachment, please call 301-677-5982/5053 to schedule a time or to coordinate virtual out-processing.


Finance & DTS
Finance or DTS support will be maintained through home-station agencies. It is the member’s responsibility to both ensure home-station units have loaded split disbursements to DTS authorizations when applicable, and verify that GTCs are operational throughout the duration of the TDY.


Lodging
All PS students must procure lodging in accordance with Air Education and Training Command and the Defense Travel Management Office, to include per diem rates and incidental expenses. As of May 1, 2013, lodging at Fort Meade is privatized; therefore a non-availability letter is not required. If you wish to secure lodging on Ft. Meade, call DSN: 622-5660 or COMM: 301-677-5660. Please keep in mind before scheduling off-base lodging that it is the member’s responsibility to ensure that they have transportation to and from school, and that these arrangements are made through your unit and finance office prior to your arrival at DINFOS.

According to the Joint Travel Regulations (JTR), “[t]he Privatized Army Lodging (PAL) program is a partnership between the Army and private industry to improve the condition of on-post lodging facilities and provide for their long-term sustainment. The Army has initiated the program at 39 installations.
Hotel rates at the converted facilities are at or below per diem for official travel. Government lodging converted to PAL will be developed into full service hotels and are no longer considered government lodging, making them exempt from travel regulations requiring statements of non-availability.

Additionally, in alignment with AFI32-6000, section 7.3 & AFI32-6000, section 7.5.1.3 prior service students will not be housed within the Detachments non-prior service students’ dorms.  
 


Transportation
GOV (located at the Detachment) use is available to all DINFOS students for transit to PX, DINFOS, Kimbrough Ambulatory Medical Center, the ID Card Office, etc. A request must be initiated with the Detachment staff 72 hours prior to use unless there's an emergency. The schoolhouse, dining facility, and the Air Force detachment are within walking distance of one another. It is recommended students bring a vehicle if they are staying off-base; however, authorization for rental vehicles must go through AETC Mission Readiness. Training Program (MRTP) Special Authorizations (Commercial: 228-376-7005 DSN: 591-7005 Fax: 597-1210/Org Inbox: 2af.mrtp@us.af.mil) or must be unit funded. The detachment cannot authorize rental vehicles.
 


Uniforms
It is advised to bring at least one complete, serviceable set of OCPs, blues and service dress. One set of PT gear required. The uniform for all Airmen attending DINFOS courses is OCPs. Additionally, all students must bring at least one set of blues to wear on the last Friday of the month, when all DINFOS military students, faculty, and staff wear the Class B uniform. For graduation, students will wear the uniform assigned by their DINFOS instructor(s). Additionally, some classes do require the wearing of PT gear and/or professional, appropriate civilian attire. Refer to AFI 36-2903 for the latest dress and appearance standards, as well as the “Civilian Attire for On- and off-Base Assignments During the Duty Day” policy letter.


Physical Fitness
In accordance with Second Air Force (2 AF) Guidance Memorandum (GM) to the Department of the Air Force Manual (DAFMAN) 36-2905, Department of the Air Force Physical Fitness Program: 

DAFMAN 36-2905 incorporates DAF fitness standards. Specific United States Air Force (USAF) fitness guidance for the Basic Military Training (BMT) and Technical Training (TT) Physical Fitness Program.

Prior Service (PS) Students include all officers and enlisted (other than NPS) students attending initial skills, advanced, or supplemental training courses. Exemption: The requirements of this guidance memorandum do not apply to Faculty Development courses. 

PS students must possess a current and passing/exempt official DAF PFA score based on the standards in DAFMAN 36-2905 upon reporting for TT (unless the home unit has documented myFitness with an extended TDY exemption per DAFMAN 36-2905, par 4.1.2.4). Note: DAFMAN 36-2905, paragraph 5.4.7 applies to members enrolled in a Fitness Improvement Program (FIP). Note: The requirement to possess a current and passing/exempt official DAF PFA score is paused until implementation of updated PFA program IAW SA/MR memorandum Changes to Air Force Physical Fitness Assessment Program, dated 22 Sep 25. The Air Force Physical Fitness Assessment program will be implemented on 1 Jul 2026 as referenced in SA/MR memorandum Documenting Fitness on Department of the Air Force (DAF) Military Evaluations, dated 15 Jan 26.

PS students attending AFSC awarding or advanced and supplemental courses over 21 calendar days will complete a passing PFA prior to TT graduation. PFAs are not required for PS students in courses lasting 21 calendar days or less. Note: This fitness assessment is a training requirement only; results are not officially recorded in myFitness.

PS students must meet or exceed the SAF/MR emerging minimum values for standard push-ups, standard sit-ups, and standard run, WHtR, and meet or exceed the SAF/MR emerging minimum composite point total. Retests will include reassessment of all components with the same minimum requirements for passing.

Leaves and Passes
Leave policy is dictated by both the Commandant and Detachment Commander. When there are no additional restrictions imposed by the Commandant, the leave radius for prior-service students is 250 miles from Fort Meade.

Travel outside of 250 miles will require an ETP from the Commandant, approved leave through the home station, and the authorized AF Form 988 or ATAAPS approval on file with the detachment. Travel beyond 100 miles, but within 250 miles still requires a 4392 regardless of age to ensure accountability of student travel.

Emergency Contact Information
Before leaving your duty station or immediately upon arrival, advise your family to contact the American Red Cross in case of an emergency. This method is the most expeditious means of providing family member assistance. You should also provide your family with a copy of your TDY orders.


Safety
While you are TDY at DINFOS, Detachment 2, 336th Training Squadron is your mishap reporting unit. If a safety incident occurs, be sure to contact the detachment within 24 hours of the incident.


Personal Mail
If you would like for mail to be sent to the Detachment while you attend DINFOS, use the address below.
The CSS will call/email you when mail arrives for you. Outgoing mail can be sent from the mailbox located near the Commissary and BX for outgoing packages.

Phone Use
Prior-service students are authorized to have their cell phones but can only use them in designated areas of DINFOS. Cell phones should not be used in the classroom, unless authorized by an instructor.


Smoking Policy
In accordance with AFI 48-104:

(Tobacco Free Living) Tobacco use shall be prohibited: 3.5.2 - "While in uniform by all students in technical training, in-residence professional military education, accession, and graduate medical education programs. Note: These education and training programs include, but are not limited to, recruiting, pre-commissioning programs (Officer Training School and Air Force Reserve Officer Training Corps wing), flying training, and graduate medical education (medical and dental residencies and fellowships). Dining Facility
While a government dining facility (DFAC) is present on installation, IAW AFI 65-103, para 4.1.4.3; “Travelers lodged off the installation cannot be directed to use the Government Dining Facility. In addition, privatized lodging on United States installations are not considered government lodging for meal availability and are therefore not considered available.” Candlewood Suits is considered part of the Privatized Army Lodging program.


Crime Prevention
Crime prevention is the responsibility of all personnel at Detachment 2. In the event of a break-in or theft, the individual suffering and/or discovering the loss should immediately report the violation to the Military Training Leader on duty and the Military Police. Any unauthorized weapons will be confiscated and could lead to dismissal from the course.


Laundry and Dry Cleaning
Laundry Service is not available on Fort Meade. Washers and dryers are provided at billeting. AAFES dry cleaning and laundry services are available at the PX.
